पिछले दिनों राजकीय बालगृह से फरार हुए तीन किशोरों की कहानी का सस्पेंस मौजूदा समय तक बरकरार है। सस्पेंस इसलिए कहा जा रहा है क्योंकि बालगृह से फरार हुए तीन किशोरों में से दो मूक बधिर थे और एक विकलांग। सस्पेंस इसलिए भी कि जिस एग्जाॅस्ट फैन को खोलकर उसके होल से फरार होने की बात कही जा रही है उस एग्जाॅस्ट फैन को खोलने के लिए जरूरी टूल्स उनके पास कहां से आए? सस्पेंस इसलिए भी माना जा रहा है कि जिस बालगृह की सुरक्षा में आधा दर्जन से अधिक सुरक्षाकर्मी तैनात हों उस बालगृह से मूक बधिर और विकलांग किशोर फरार कैसे हो गए? इतना सब कुछ होने के बाद भी सिर्फ निचले क्रम के कर्मचारियों और अधिकारियों के खिलाफ ही कार्रवाई क्यों की गयी? शीर्ष अधिकारियों को इसके लिए दण्डित क्यों नहीं किया गया।
महिला कल्याण निदेशालय (उत्तर प्रदेश) के अधीन राजकीय बाल गृह (मोहान रोड, लखनऊ) की सुरक्षा में एक बार फिर से सेंध लग गयी। इस बार तीन मूक बधिर बालक (इसमें एक विकलांग भी था) बाल गृह के अधिकारियों और कर्मचारियों की सतर्कता को धता बताते हुए फरार हो गए। तीनों किशोर कक्ष में बने एग्जाॅस्ट फैन के होल से फरार हुए। महत्वपूर्ण प्रश्न यह है कि बालगृह में चाक-चैबन्द सुरक्षा व्यवस्था का दावा करने वाले अधिकारियों को मूक-बधिर बालक चकमा कैसे दे गए? घटना घटित हो जाने के बाद इस बार भी वही हुआ जिसका अंदेशा था, राजकीय बाल गृह के आला अधिकारियों पर कार्यवाही के बजाए निचले स्तर के कर्मचारियों और अधिकारियों को बली का बकरा बनाया गया। निलम्बित किए गए कर्मचारियों के बारे में यह कहा गया कि उन्होंने अपने कर्तव्यों और दायित्वों का ठीक तरह से पालन नहीं किया। यदि एग्जाॅस्ट फैन का होल खुला न छोड़ा गया होता तो बच्चे भाग नहीं पाते। महत्वपूर्ण प्रश्न यह है कि राजकीय बाल गृह के शीर्ष अधिकारियों की नजर उस होल पर क्यों नहीं पड़ी? इन परिस्थितियों में राजकीय बाल गृह के आला अधिकारियों को भी कार्रवाई की जद में लाना चाहिए था लेकिन ऐसा नहीं किया गया।
राजकीय बाल गृह के अधिकारियों को चकमा देकर भागे किशोरों में से एक किशोर पश्चिम बंगाल का था, जो पिछले वर्ष सात फरवरी को लाया गया था। दूसरा किशोर 25 मार्च 2015 को और तीसरा किशोर (विकलांग) 30 नवंबर 2016 को चाइल्ड लाइन से आया था। बालगृह (बालक) के अधीक्षक आदित्य कुमार यादव के मुताबिक, फार्मासिस्ट आनंन्द कुमार, प्रभारी अधीक्षक राजेश कुमार, चतुर्थ श्रेणी कर्मचारी संतराम, केयरटेकर रामप्रसाद वर्मा को निलंबित कर दिया है। गौरतलब है कि तीनों किशोर डायनिंग हाल में लगे एक्जास्ट फैन की जाली खोलकर फरार हुए। बाल गृह कर्मचारियों के मुताबिक डायनिंग हाॅल में लगा एक्जास्ट फैन खराब होने पर बनवाने के लिए भेजा गया था। एक्जास्ट की जगह पर बाहर से जाली लगी हुई थी। किशोर जाली खोलकर लगभग दस फीट नीचे जमीन पर उतर गए और परिसर की आठ फीट ऊंची बाउण्ड्रीवाल फादकर भाग निकले। बालगृह बालक के अधीक्षक आदित्य कुमार यादव 10 से 12 अप्रैल तक छुट्टी पर गए हुए थे और चार्ज पर राजेश कुमार थे और 13 अप्रैल को आदित्य कुमार को डयूटी ज्वाइन करना था जबकि एग्जाॅस्ट फैन काफी पहले से खराब था।
महिला कल्याण निदेशालय की निदेशक अलका टण्डन भटनागर द्वारा जिला प्रोबेशन अधिकारी को भेजे गए पत्र में लिखा गया है कि किशोरों के पलायन की घटना की प्रारम्भिक जांच आख्या के आधार पर पलायन की घटना के समय सुरक्षा ड्यूटी पर सेवा प्रदाता के माध्यम से नियुक्त रमेश तिवारी, अशोक कुमार और मेंहदी हसन सहित होमगार्ड जगदीय यादव, अनिल कुमार, संजय सिंह और गजराज तैनात थे। यदि सेवा प्रदाता एजेन्सी के माध्यम से तैनात उक्त कार्मिक और होमगार्ड सजग होेते तो पलायन की घटना को रोका जा सकता था, परन्तु उक्त व्यक्तियों द्वारा अपने कार्याें के प्रति लापरवाही बरती गयी। निदेशक ने अपने पत्र के माध्यम से सेवा प्रदाता एजेन्सी के माध्यम से तैनात कार्मिकों और होमगाड़ों को तत्काल प्रभाव से हटा दिया। इनके अतिरिक्त दायित्वों और कर्तव्यों का सही ढंग से पालन न करने का आरोपी मानते हुए राजकीय बाल गृह के केयर टेकर राम प्रसाद वर्मा, फार्मासिस्ट आनन्द कुमार श्रीवास्तव, चतुर्थ श्रेणी कर्मचारी संतलाल और पर्यवेक्षक राजेश कुमार को निलम्बित कर दिया गया। समस्त कर्मचारियों पर आरोप है कि इन लोगों ने सरकारी कर्मचारी आचरण नियमावली के नियम-3 का अपवंचन किया है।
राजकीय बाल गृह के अन्य कर्मचारियों का आरोप है कि जिन कर्मचारियों को लापरवाह मानते हुए निलम्बित किया गया है वे कर्मचारी ड्यूटी से अक्सर नदारत रहते हैं। कुछ का तो स्वयं का व्यवसाय है तो कुछ निजी संस्थानों में भी कार्य कर रहे हैं। इसके बावजूद दैनिक उपस्थिति पंजिका में उनके हस्ताक्षर मौजूद रहते हैं। कर्मचारियों का कहना है कि यदि उपरोक्त जिम्मेदार कर्मचारी ड्यूटी पर तैनात रहते तो इस तरह की घटना न होने पाती।
मोहान रोड स्थित राजकीय सम्प्रेक्षण गृह की यह घटना कोई नयी नहीं है। इससे पूर्व भी बाल गृह की सुरक्षा में सेंध लग चुकी है। विगत वर्ष जून में आठ किशोर सुरक्षा व्यवस्था को धता बताते हुए फरार हो गए थे। उस घटना में भी चन्द छोटे कर्मचारियों को बलि का बकरा बनाकर हाथ झाड़ लिए गए थे। ज्ञात हो उन फरार किशोरों का आज तक पता नहीं लग सका है जबकि घटना की रिपोर्ट दर्ज करवा दी गयी थी।
यूपी के राजकीय बालगृहों से नाबालिग लड़कों-लड़कियों का फरार हो जाना कोई नयी घटना नहीं है। इससे पूर्व भी राजकीय बालगृह से किशोर-किशोरियों के फरार हो जाने की घटनाएं होती रही हैं। अप्रैल 2016 में राजकीय बालगृह में नाबालिग लड़कियों के साथ कई तरह के सनसनीखेज खुलासे सामने आ चुके हैं। यहां की दो लड़कियों को जब अस्पताल में चेकअप के लिए लाया गया तो उसके गर्भवती होने से हंगामा खड़ा हो गया था, जिसके बाद इस बात की आशंका जतायी जा रही थी कि बालिका गृह में सेक्स रैकेट तो नहीं चल रहा? गौरतलब है कि बाल आयोग की तत्कालीन अध्यक्ष जूही सिंह ने इस बात की पुष्टि की थी। गर्भवती लड़की अविवाहित थी और उसकी उम्र 22 वर्ष बतायी गयी थी। दूसरी लड़की नाबालिग थी। हालांकि मामला सामने आने के बाद अधीक्षिका रुपिंदर सिंह को सस्पेंड कर दिया गया था लेकिन मामले का खुलासा आज तक नहीं हो पाया।
राजधानी लखनऊ के मोतीनगर स्थित राजकीय बालगृह में रह रही विवाहित लड़कियों को उनके पतियों से मिलाने के लिए 10 हजार रुपए का रेट फिक्स गया था। कहा जाता है कि रुपया न देने की स्थिति में लड़कियों को दूसरी शादी करवाने की धमकी दी जाती थी। इस बात का खुलासा पीड़ित लड़कियों ने स्वयं लेटर लिखकर किया था।
फिलहाल राजकीय बालगृह (बालक) से फरार हुए तीन मूक बधिर और विकलांग किशोरों का एक पखवारे के बाद भी पता नहीं लग सका है। आशंका तो यहां तक जतायी जा रही है कि उक्त किशोरों का सौदा तय कर उन्हें साजिश के तहत फरार करवाया गया है। ये आशंकाएं कितनी सच हैं? इसका खुलासा तो जांच के उपरांत ही हो सकेगा लेकिन जिस तरीके से तीन किशोर फरार हुए हैं उसने बालगृह के कर्मचारियों को संदेह के दायरे में ला खड़ा किया है।
रहस्य और भी हैं..
महत्वपूर्ण सवाल यह है कि एक्जाॅस्ट का पंखा खोलने के लिए किशोरों के पास औजार कहां से आए। दावा किया जा रहा है कि किसी स्टाॅफ की मिली भगत के बगैर यह सम्भव ही नहीं था। स्टाॅफ में से ही किसी ने किशोरों को औजार उपलब्ध करवाए। प्रश्न यह भी उठता है कि आखिर किस कर्मचारी ने और किस लाभ से किशोरों को औजार उपलब्ध करवाए? जांच रिपोर्ट में कहा गया है कि सम्प्रेक्षण गृह में राहुल, सुधीर और बाबूराम तीन केयर टेकर तैनात थे। सम्प्रेक्षण गृह के अधिकारियों का दावा है कि केयर टेकर की मदद के बगैर किशोरों का भाग पाना मुश्किल है। इतना ही नहीं सीसीटीवी के तार तक काट दिए गए थे परिणामस्वरूप किशोरों के भागने के बाद जब सीसीटीवी फुटेज खंगाली गई तो कोई फुटेज ही नहीं मिला। जांच के दौरान दूसरी मंजिल पर लगे सभी सीसीटीवी के तार कटे पाए गए थे। साफ जाहिर है कि सीसीटीवी के तार घटना को अंजाम देने से पूर्व काटे गए होंगे और यह काम मूक बधिर और विकलांग किशोर तो कतई नहीं कर सकते। फिलहाल तो तीनों केयर टेकरों के खिलाफ प्राथमिकी दर्ज करवा दी गयी लेकिन दावा किया जा रहा है कि जांच पूरी होने के बाद कुछ नए चेहरे भी साजिश में पाए जा सकते हैं।
